This study aims to analyze the influence of state institution status, budgetary capacity, and rental price uncertainty on the Financial Services Authority (OJK)'s decision to construct its own building. As an independent institution, OJK has distinct institutional characteristics compared to other government agencies, particularly in financial management and strategic asset decision-making. The research method used is a quantitative approach with regression analysis to examine the relationship between independent variables and property investment decisions. Data were obtained from financial reports, policy documents, and internal stakeholder perceptions. The results show that institutional status significantly influences the flexibility of building construction decision-making. Budgetary capacity also proved to be a dominant factor driving the decision, while rental price uncertainty had a positive influence in increasing the preference for fixed asset ownership over long-term leases. This study implies that strategic asset planning in state institutions needs to consider fiscal stability and property market dynamics to achieve operational efficiency and sustainability.
