Collaborative governance is one way to answer stakeholders' problems, namely the government. The establishment of the Complete Waste Management Site (TPS), as part of the Village Owned Enterprises of Paulan village, aims to solve the waste problem that exists in the community. This case study is a descriptive study with a qualitative approach using primary data collection methods through in-depth interviews and secondary data. The study found that the collaboration process started with coordination between related stakeholders. In addition, it is also influenced by factors supporting governance collaboration such as Face to face dialogue, trust building, commitment to the process, Shared understanding phase, and intermediate Outcomes Phase. The concept of the Penta Helix Collaboration is seen in this study, so the stakeholder collaboration approach is proven in waste management at Village Owned Enterprises TPS Tuntas.
