Abstract

The Indonesian government's electricity company (PLN) has got Project Development Unit (UIP), which oversees the development of Electricity Infrastructure. In UIP Maluku Papua, the engineering consultant is hired to study the three alternative designs using available data. Based on the experience of the study process, the decision tends to the criteria for a faster construction time or a cheaper cost estimate. Meanwhile, the cheapest cost is not always the final solution because UIP has many experiences constructing SUTT in the Papua area. Many problems arise, resulting in design changes during construction and other social problems that can occur as inhibiting factors and delays. In addition, if the other alternatives directly implemented using SKTT and SKLTT, which generally estimated to be done faster in construction, also there's no one can guarantee it because this alternative is categorized as a new thing in Maluku & Papua, where there's a lot of uncertainty factor in implementation will also be immeasurable. Based on these things, empirical research using the TOPSIS method is needed to analyze the most appropriate alternative design decisions. The result of the research is SUTT as the recommended decision. But considering the sensitivity analysis, the weight of the preference factor has a significant role in changing the decision, so if it's deemed necessary, this can be developed in the next comprehensive research.
